Age: Physically he looks late 20's. Technically he's been alive since 1918.
Appearance: Steve just after the serum. And Steve in Winter Soldier.
Canon Point: After Winter Soldier, heading out to search for Bucky.
Background: Here's one. This one mentions more of his childhood and goes more in depth in general I think.
CRAU: Steve has spent the last (almost) year on Zhautaus, an island dedicated to "studying" the possible cure for a multi-universe-wide epidemic disease. The research? Sex. He's lost his virginity, explored alternate relationships, fallen in love with the wrong people and the right ones, and even been shown alternate possibilities his life might have taken, some good, some horrific. He's grown more understanding and less rigid, and a lot more comfortable with sex and sexuality. He's even indulged in bad language periodically. His hair is a little shaggy, but that's about the only noticeable physical difference from his time on the island. He's less quick to hold onto a grudge, and he's trying not to make snap judgments and never revise them. He's also suffered a hell of a lot of loss and guilt since he got torn away from his temporary new home. Steve is essentially still the same man he was after Winter Soldier, just a little more relaxed.

Noteworthy Positive Characteristics:
1. Trustworthy - Steve is a man you can trust with anything, whether it be military secrets or the combination to your work locker. If he gives you his word, he will move Heaven and Earth to keep it. Steve has repeatedly risked his life, back in the 40's during WWII and in the more recent years as well. No matter what the cost, he will finish a mission once he's committed to it. He even chose to bury himself in the Arctic to make certain the weapons threatening America never reached her shores.
2. Brave - Steve pushes himself to his limits and beyond in defense of friends, family and country. He never turns down a mission just because it might be dangerous, and he isn't afraid to risk himself for a good cause. Countless times he has thrown himself in front of bullets, taken wounds in the place of others, and done the jobs that no one else will for lack of courage. Even when he was up against Bucky in the helicarrier, he didn't hesitate to finish his mission. He fought to get the chips switched and finish his mission, despite the fact that it was against his best friend, taking the damage Bucky dished out even while he plead for the man to stop and remember him.
3. Compassionate/Empathetic - Steve is one of the most empathetic and compassionate men around. At a movie theater he stood up to a bully who was haranguing an ad about other ways to help in the war effort, gaining himself little more than a beating, but it was the principle of the thing. Talking with Peggy in the car, he spoke about past times when he was beaten up and commiserated with her about the difficulty of being abused over things that couldn't be changed, like physical appearance and gender. He also attempted to save everyone nearby by throwing himself on what he thought was a live grenade during basic training, despite the fact that the same men he attempted to save were the ones who'd been making his life a living hell.
4. Strong Ethics/Morals - Steve has a highly developed sense of morality based on the principles taught to him by his mother and his friendship with Bucky. You stand up for those who can't defend themselves. You treat others with respect and the way you'd like to be treated. You pitch in when circumstances require a helping hand. You never leave a man behind. These are some of the rules that Steve lives his life by. Bucky lived by the same rules and protected him before the serum when he couldn't protect himself, acting as a shining example of what he longed to be for many years. Steve was finally able to return the favor when Bucky was captured and tortured behind enemy lines. It was his first real mission and he managed it alone and almost completely untrained, proving just how strong his determination to live up to his ideals can be.
Noteworthy Negative Characteristics:
1. Stubborn - No matter who tells him something may be hopeless or too dangerous, once Steve has a goal in his mind, nothing will sway him. It can be good sometimes to keep working toward a positive result, but Steve gets blinded by the need to finish what he started and doesn't always see how much his stubbornness is costing him. Racing in by himself to save the 107th could have been a terrible mistake. No one believed he would succeed and he nearly didn't, but the possibility that Bucky might still be alive was enough for him to risk his life and everyone else's.
2. Expedient - After the serum and being thrown into the realities of war with very little useful preparation, Steve learned the value of expediency. Despite his deeply ingrained morals and strong sense of compassion, sometimes reaching his goal quickly became more important than doing the right thing. More than once he's compromised his personal feelings during a mission, and Nick Fury has even attempted to call him out on it. As he was being shown the helicarriers for Project Insight, Fury responds to Steve's comment that, "This isn't freedom. This is fear." with an assertion that Steve and his soldiers had often done some pretty questionable things back in the day. Steve responded that, "Some of it made us not sleep so good at night, but we did what we had to do to protect people."
3. Argumentative - Steve learned many things being a hero, and one of them was that sometimes orders weren't meant to be followed blindly. One of his most noticeable confrontations with an authority figure is when he confronts Fury about Natasha's secret mission when they hit the Lemurian Star for what was supposed to be a rescue mission. He tells Fury that he can't lead a mission if he can't trust the people on his team, and that secrets make trusting impossible.
Weaknesses/Temptations: Someone "in need." Put someone in distress in front of him and he'll do just about anything to save them, even if they're not really sincere. He's also prone to putting himself into danger to save someone else the pain/cost. Using his past against him; people and events.
Sins: Lots and lots of single names for all the men he's killed over the years in all his missions. They might not really be sins by most people's definition, but Steve regrets every life he's ever taken and treats them that way. Missing his date with Peggy. Letting Bucky fall. Not being able to save his mom. Not being able to save Erskine. Leaving the world alone for almost 70 years while he was in the ice. Confusing Lucas on the island.There are a lot more.
Powers/Abilities: The serum enhanced everything Steve already possessed, making him the most perfect human possible. He has also spent many years training and learning advanced skills, pushing his abilities to the limit and beyond to better himself so he can be an even more valuable asset for peace and justice. If anything needs to be nerfed, it's up to mod discretion!

[It was a good thing Billy wasn't there in person. Steve would have been insufferable if they were in the same room, poking and smiling and such as he talked. He was just so happy for the boys! Surely it must have gone well, right? Billy had said he wasn't upset, so it must have worked out . . .]

He'd seen Howard on the beach long before the man saw him, but he obligingly slowed at the man's shout, pulling to a stop with a small shower of sand. Because it was Howard and he was shirtless. Steve chuckled, barely breathing hard though he gleamed faintly with sweat, tank and shorts stuck to his skin rather annoyingly. The fact that he was now looking at his old friend just made the world brighter. Even though he'd lost so many people, gaining Howard was a balm he couldn't deny himself.
Steve grinned at the man and dug his feet into the sand, letting the heat and grains pour into his shoes. Every sensation was precious to him and he reminded himself of that, sometimes with things that weren't strictly pleasant, "Trying to tan that fish belly of yours are you? I dunno Howard, people might mistake you for a beached whale you're so pale! And you look a little soft there buddy. Haven't you been working out?
He bent and poked a finger gently at the man's belly, teasing mercilessly. Because he could.
